Summary
Sometimes, there’s more to the heart of Gotham than meets the eye. This city has many things buried below her surface, and all of those little things that lie beneath is a gamble when it comes to what could remain dormant and what might just wake up.
Gotham’s been given a chance that didn’t start with six Gothamites, but it will take six to get the ball rolling in any way that matters.
It hinges on the slim chance of six unlikely allies coming together: Pamela Isley, Guardian of the Green. Jonathan Crane, Master of Fear. Jay, Clown Prince of Crime. Harvey Dent, the Fallen Apollo. Bruce Wayne, the Dark Knight… and Victoria Pillar, the Curious Wanderer. An untamed force of nature, a harrowing chemist, a jester acting as chaos incarnate, an executioner led by chance, a vigilante who plays whatever role Gotham needs, and a new player desperate to alter control of the board. Six increasingly exasperated individuals who have just about met their limits.
And it starts with a nudge that threatens to tip over an entire web of long-standing empires… if such a strange and tentative alliance ever manages to get off the ground in the first place, much less stick.

He was released from the Arkham under the cover of restorative psychological work, by the way, by somebody, who was known for all the workers of Arkham as «Batman» or «Dark Knight». Nobody knew, who hides under the mask of a dark bat, but for the one, known as the Riddler, this knowledge was given a long time ago. A few days before the arrest he accomplished to get that Dark Knight is no one else, but previously his object for adoration and later hatred, Bruce Wayne.

Gordon considered himself a calm man.
He was on board when a man dressed up as a bat started showing up on his crime-ridden streets.
He kept an open mind when the same man began dressing up little kids like birds and throwing them at psychotic maniacs.
He kept his cool when Batman asked to pardon the murderous, red-helmeted ‘vigilante’ who blew up countless warehouses and served as judge, jury, and executioner.
He even managed to keep a straight face when that same criminal showed up at the Batsignal; he still pulled a gun on him, of course, but he held his fire, for now.
“Red Hood,” He greeted with a sour frown.
The helmeted figure turned to face him, waving as he did so. “Hey there, Commish.”
OR
Red Hood is the only bat left in town to take on Gordon's missions. Gordon is, unsurprisingly, not happy. However, Jim is forced to push his feelings aside so he can get shit done. Maybe after a while, they'll learn to do more than just deal with one another, especially when Gordon learns that the gun-wielding murderer he sees now used to be a joking fifteen-year-old Gordon enjoyed the company of. That was... Until the second Robin died.

Edward nods, relenting to the barebones description of his plan simply because he loves Oswald and doesn’t want to waste time arguing semantics.
“Good luck, I suppose. Try to keep the power-tools to a minimum after 9.” The Penguin shrugs and returns to his food, clearly underestimating the undertaking that has been put before him.
“I don’t need luck. I’m a genius.”

Man-Bat wasn't the only bat monster that Penguin summoned with the sonar tech he stole. However, this one was just a tad too slow. Oswald had to deal with a new bat in his belfry until he found she was too cute not to recruit... and even more. All he had to do was get past their... colorful personality.
And dealing with the consequences of all the flirting he did with other rogues after he and the Kabuki Twins temporarily went their separate ways.
