All dressed in outfits reminiscent of the Question, this new group uses brutal tactics that even Bruce would find extreme to get information and expose to the public. Terry has to track and put a stop to them before they go too far and actually kill someone.

On the streets of a Neo Gotham, old man Bruce Wayne lived his life as quite as possible. No more hero stuff, no more meetings with The League in space. His days were filled with silly conversations with his husband or listening to the dramas of his teenage son. It was an opposite reality to the one he had lived his whole life, but that's what made it special for him.
However, on a special day, Bruce discovers that getting rid of his past life wouldn't be so easy. Ghosts from the past have returned, this time haunting his children, and The Dark Knight realizes he will have to act for his city and his family one last time.

Assuming Cadmus' mad plan to ensure there would always be a Batman just spliced Warren McGinnis reproductive DNA with Bruce Wayne's DNA, then Terry McGinnis could have just as easily received an X chromosome instead of Bruce's Y chromosome. If so, would the Rebirth of Batman have started with Matt? But the world, Gotham in particular, needed a Batman again. The Jokerz overran the streets, and corrupt businesses were destroying the world through weaponry and ecological crimes. Pride and avarice were destroying Gotham, and Gotham needed its symbol of hope and justice again.

Terry McGinnis keeps showing up in the past to "check in" on Tim Drake, which is definitely not suspicious at all. Bianca Aster Stoker, world-renowned Chess Queen and emotionally guarded half-nymph half-vampire, just wanted to play chess and maintain her carefully constructed life of controlled variables. Instead, she gets to witness the Bat-family's descent into chaos over the revelation that Tim Drake 𝘮𝘪𝘨𝘩𝘵 become the Joker. She handles this the only way she knows how: by strategically exiting the situation. Tim gives chase. Jason makes crowbar jokes. Damian learns his future involves being dumped. Terry is allergic to bat dust.
