“So why the Hell would I join another band? There’s nothing for me there. My life is here. Not with whoever the fuck you are,” IV snaps, and he turns to walk away angrily.
His wrist is snatched as the man follows him, and he pulls IV to a stop, but IV doesn’t turn to face him. He doesn’t want the man to see the traitorous tears in his eyes. He thought he was over this. He thought he could face his past and just let it go, but these people are dragging up all his worst memories and he just wants to go home.
“I’m sorry,” the man says softly. “I’m sorry for whatever happened to you and I’m sorry you think you can’t make music anymore. But I don’t think you want to give up on it, do you?”

After a horrible car accident, IV isn't the same anymore, and he refuses to ever touch a guitar again... Then he meets III.

Summary
So, here's the thing. Wesley wasn't actually all that interested in sex. There was a multitude of reasons why, but only a handful that he offered when questioned. Most of his answers ended up with even more questions being asked and he was not going to explain his whole history to some guy wanting to pry. So, he went with the obvious: It's a side effect of his medications. It's an excuse, and it's a bit of a cop out, as his disinterest came far before the most recent round of antidepressants, but it's usually enough for the asker to shrug their shoulders and move on. It's a lot easier to accept than the full, unadulterated truth.
