Summary
In Sonic’s eyes, Shadow’s line of work came with a lot of risk outside of the job description.
They could never come out. Enemies would easily begin to go after one to get the other to comply. They could hardly exist together in public without the threat of someone looking at them the wrong way and piecing it together.
Only out in the middle of nowhere were they finally allowed to act exactly how they did in private: like a normal couple. A couple that argued and quickly made up, that listened and talked over each other, all the while understanding that they knew each other better than anyone else.
Sometimes he was worried that Shadow didn’t want to entertain the parts of a relationship that he had been looking forward to for years, the only thing he had ever been envious of when the topic came up: fully and entirely putting his guard down.
He’d like to, but he just couldn’t do it.

As soon as Sonic realized Shadow was looking, the hand that had been gently scratching behind Shadow’s ear almost harshly turned Shadow’s face to look away, no longer privy to whatever expression the hero had on his face.
“Don’t start staring now, darling.
Don’t you know it’s rude to stare?”

There’s a bit of a hiccup with Leon’s badge not reading properly on the scanner, but you were there when it was printed, and you’ve worked at the EPF long enough that when you vouch for him, the guards let it slide.
He really wouldn’t have made it this far if he didn’t belong here, after all.
