Snow is an annoyingly dangerous thing.
It shows up unannounced, in the middle of an otherwise chilly but rather nice day, ruining plans and making Quackity get people to shovel the streets, and divert the roads, and close the stores. It wraps around his citizens not like a blanket (like warmth often does), but a chokehold, forcing them off of the streets and into the comfort of their own homes, sitting in front of a blazing fire and wrapped in as many layers as their wardrobes will allow for.
Wilbur Soot is rather like the snow, Quackity finds. So it's fitting that he tends to show up in snowstorms.
