Yes, Bruce had given Dick permission to go in his place as a proxy, but really, it was his fault for assuming that Dick was going to attend as Nightwing. But then Jason found out, and then Tim joined in, then Steph, Cass and Damian, but hell, what else was he supposed to do? Leave them out of the most elaborate hoax in Robin history?
At first it was hilarious, one-upping the core members of the JL, but it’s been years and they’re all in too deep now.

Red Hood is crossing the street one night and he's hit by a car. Tim Drake scrambles out of the passenger seat, but his Uber driver doesn't stick around to face Red Hood's wrath. Tim is 13 years old, so Hood knows he wasn't the driver, but Tim still wants to make up for what happened, so he says he owes Hood a favor. That is the beginning of an unlikely truce that turns into friendship that turns into little brother acquisition.
aka: Tim owes Red Hood a favor and through a series of back and forth favors, he gets adopted by the Red Hood and the Outlaws.

His favorite gargoyle was always just a stone statue, but when helpful icepacks appear in it's mouth, Jason doesn't know what to think. Regardless of how Red Hood is viewed throughout Gotham, the point is Gothamites know Red Hood gets shit done. So in any other normal situation Jason would have everything perfectly under control. But of course the situation at hand is anything but normal. No the situation at hand involves the fucking Justice League. Specifically a Justice League that is not privy to the intimate workings of the Batfamily™, and therefore a Justice League that knows the Red Hood as a serial killing crime lord whose ranking on the Most Wanted list sits right next to Batman’s most brutal rogues.
