As unfortunate as it is to admit, having the police show up at his house is not an unfamiliar situation for Oswald Cobblepot. Running the (regular, not super) crime scene in Gotham will do that. What is relatively new, however, is having the GCPD at his house for someone else.

Why isn’t he paying attention to him? Why can’t Oswald see that he needs this? He’s a brilliant man, able to read anyone after moments of knowing them — so is he doing it intentionally? Is he actually trying to tell Edward something with this refusal?
It doesn’t matter. If he doesn’t start describing his next plan in detail he’s going to explode.
