Rain in Gotham was normal, expected, even. They got rain practically every day and when it wasn't raining it was overcast because that's just how Gotham is as a maritime city. What isn't normal is hail. It's not usually cold enough to get hail and even when it is it's such tiny pieces that it's more of a mild inconvenience than anything.
