“But Jas’n sized. And shooty,” Tim protests. Slade resolutely schools his expression. He does not find it cute. Not at all. This is not fondness he’s feeling, it’s annoyance.
“Yes, I realize he’s Jason-shaped, but he isn’t Jason,” Dick explains patiently. “Open your eyes, you can see. Jason is on his way—”

Well, everyone would start with, “Well it seemed like Jason had the spot taken for good after having the audacity to try and jack the Batmobile’s tires and hit Bruce with his tire iron.” And then they’d say, “But then tiny Tim decided to try and steal the whole thing.”
Or: When Tim is 11 he figures it’s not hurting anyone if he. Ya know. Takes a picture in the Batmobile. But then the power goes to his head and all of a sudden he’s hacking the Batmobile and tearing through Gotham on a rescue mission.

Drug overdoses have decreased by twenty two percent in adults and seventy nine percent in minors. Homeless minors are ninety two percent less likely to—”
“Kid,” Jason interrupted. “Enough statistics. What the hell is this about?”
Robin slowly lowered the tablet with his powerpoint presentation and looked up at Red Hood.
“You care about Gotham,” Robin summarised. “Gotham needs Batman. Batman is missing and so is Nightwing. We need you to fill in for Batman.”
“You want me to cover Batman’s patrols?” Jason clarified.
“No,” Robin said. “I want you to be Batman.”
Jason bluescreened.
(Or: Batman and Nightwing mysteriously disappear before Red Hood has even started antagonising them, Robin is desperate, Gotham needs Batman, and Red Hood is Batman-Shaped.)

He wants to rage at them for their mistakes. He wants to take back control and fix this for them, to soothe Damian’s rage and calm Tim’s fears and show them that their father will keep them safe. But Tim turns his back on him, takes Damian’s hands in his, and starts reeling off the most romantic list Bruce has ever heard. Damian’s anger evaporates and he melts for Tim, staring into his eyes with wonder and apprehension, like he can’t believe someone could want to spend time with him like that.

Summary
Tim is almost-finally training to be Robin, kind of. (Emphasis on the “almost”). (Emphasis on the “kind of”).
He’s been sparring with the Hood, Gotham’s newest vigilante, but Hood doesn’t know Tim as Tim, he knows Tim as Jason, but Tim knows that Hood is actually Jason, and honestly, Tim’s just writing the rules up as he goes.
And the stakes are only getting higher. After tragedy strikes the Drakes, Tim ends up in Bruce’s care just as a new series of gruesome crimes plagues Gotham. More than ever, Bruce is determined to keep Tim out of it.
Tim does not keep out of it. (And there are consequences to starting fights you don’t know how to win).
