Of course it was the new neighbor. The engine fell silent. Then, the helmet came off.
Sang-woo felt his heart stutter nearly to a stop where he stood at the window, staring out as if mesmerized, throat bobbing silent and small as he fought to remember how to swallow.
In-ho, on his own end, felt his breathing pick up. He didn’t realize his hand had come up to press against the glass, binoculars shoved so close that he felt skin start to dig into the lenses.

Sang-woo fought not to sigh and sink further into his seat, not in the mood or with any reserve of energy to deal with fans at this time of night. Gi-hun, on the other hand, immediately perked up and slid arms across the table, looking up at them from under the hat as if he were revealing a provincial secret. “And if we are? Will you keep it quiet?”
“If that’s what you wish,” the man, Kim Shin, said with a half-smile that did reach his eyes this time. The way it was said, Sang-woo didn’t like. Anything for you, is what it’d sounded like.

Summary
He had been aware that he was most likely monitored to some extent, especially after he started chasing the fuckers down. It was quite obvious. Not only Oh Il-nam’s “friendly” invitation, but the phone call when he was about to board the plane as well.
That was different. It was expected, almost. He didn’t know much about the organization or how it was run, but it almost made sense to keep tabs on someone that made it out.
Whatever had been going on after that felt different. More oppressive and somehow almost personal
He remembers having odd moments of discomfort and instances where he thought he was being followed when he was walking or driving around Seoul. Movement in the shadows when he was outside after dark. Sometimes he could swear he heard something in the motel, when he was supposed to be the only one in there.
Or: In-ho keeps tabs on Gi-hun after he wins the games. It gets a little bit out of hand on his part, admittedly, but Gi-hun's reaction to the situation is unexpected to say the very least.
