Floundering, it’s only then Katsuki realizes he’s been staring for an embarrassing amount of time and yet, Todoroki continues to watch him with nothing but patience.
“You–uh,” His voice breaks like they’re still in high school and Todoroki politely hides a smile behind his hand and Katsuki burns at the way his eyes crinkle at the corners.
“You cut your hair.”
“Oh,” Todoroki looks surprised at that and raises a hand to tug at the fringe that lies above his eyes. “Yes, I did. Does it look oka–”
“Yes.” Katsuki answers before Shouto can even finish asking his ridiculous question. Does it look okay? As if Katsuki hadn’t tripped over his own two feet after seeing Todoroki. Because he’s seen Todoroki, hell, half the time he can’t even pull his eyes away from him.

It takes Katsuki an embarrassing amount of time to realize that something was up.
Sure, he thought it was odd when he couldn’t find the hoodie he was wearing the day before, or when his favorite shirt was mysteriously missing from his closet, but he had been busy and he blamed it on thoughtlessness, even though Bakugo Katsuki is not a thoughtless person.
It wasn’t until he was down to his last three shirts, shirts he hadn’t worn since his first year at UA, that he knew something was up.
Or, Todoroki likes to steal Bakugo's clothes and Bakugo likes to let him
