Summary
Kakashi is a spy slash agent slash modern ninja for the city-state of Konoha, which has had longstanding ties with the city state of Uzushio, as they were originally under the control of the same lord. In modern day, the two are still allied, but Kakashi exercises a normal amount of distrust toward the state and its agents. Umino Iruka seems to have very different ideas about what "ally" means.

Also, Flambae's real name is Zahir here because I saw that in a fic or three and liked it. The aquarium is based on one that I went to a lot as a kid when we visited my grandparents.
