The moon's light danced across the figures of two men hidden away in a cabin. They raced across the wooden floors, stuffing trinkets, potions, books, and anything in their line of sight into bags. The taller man was frantic; his hands shook, and his heart was racing at an alarming speed. On the other hand, his shorter companion was calmer, his features scrunched in frustration and there was a hint of anger in his actions as he shoved things into one of the bags with more force than was required. A pitter-patter alerted them to the presence of a small raccoon at their feet, who chittered in distress. This could only mean the townspeople are nearing the cabin...

Fukuzawa, after talking with Soseki Natsume, starts the process of opening his own hero agency. Ranpo however is still under age and although quirkless is still required to have a hero license to work as a hero. Which is totally ridiculous if you ask Ranpo.
So given no choice Ranpo enrolls into a hero school, and of course he chose UA. It's the best hero school in Japan and even though he doesn’t really care about being an official hero he will not take anything less than the best. Plus all the spotlight UA students get is a bonus, and of course the connections the school can give is very advantageous for detective work.
Yes, Ranpo will not take any school but UA. Fukuzawa sighs as he now has to figure out how to sign Ranpo up for the entrance exam so late, he should go in person to talk with the principal.

Fukuzawa had asked Ranpo what he wanted to do after the boy had proven himself by solving case after case the bodyguard brought to him. And without even thinking about it, Ranpo answered.
"I want to be a hero."
"A hero?" Fukuzawa hadn't expected that. He had the opinion that the boy was rather selfish, so something like heroics hadn't crossed his mind at all.
"Specifically," Ranpo continued. "I want to be the hero that other heroes and police call when they cant solve a case! The one they turn when they cant handle something with their simple, stupid, small little minds!"
"I want to be a Detective Hero!"
...
Fukuzawa calls in a favor with his old friend Nedzu to get Ranpo into the UA entrance exam and the little genius catches the principals eye.
This will be a fun year in the heroics program!
