Zuko's lightning damage is extensive, and it is decided that he should stay there to heal, away from the stress and dangers of the palace.
Katara remains with him as his healer, and during his recovery, they grow even closer.

Part of her wonders if she should thank him—if she could—but when she pulls away from her father and tries to make sense of the tangled words brewing in the back of her throat, Zuko is busy securing the balloon, dragging it off to the side and neatly folding the fabric back into the basket. The deep furrow of his brow and the tense set of his jaw gives her pause. His eyes are stormy and conflicted, so Katara bites her tongue, spins on her heel, and remembers a prince clad in black and red who spits fire and only knows how to take.
Against all odds, in the moments between now and the end, Katara falls for Zuko.

Zuko thinks unbidden and all at once of what it might be like to kiss her, and then in very close succession about all of the new and so carefully built things between them that it would destroy if he tried.
He looks away.
And then, because he has never had enough self-preservation to know how to quit while he is ahead, Zuko looks back.

Rebuilding a friendship takes time, and patience, this Zuko will attest to. Though it certainly doesn't help when ones girlfriend is jealous of his efforts, and the Avatar himself is the instigator to the problem to begin with.

She tried to coat her hand with it, but the water coalesced into a shimmering disk beneath her fingertips. Brilliant, pure, glimmering. She pressed it against Zuko’s cheek, glowing bright before it disappeared into his skin. A moment; another.
And the scar remained.
