Summary
After Zemo proves capable of pulling strings from the Raft, it's agreed that he needs tighter security. Wakanda has been developing a criminal rehabilitation program, and the baron is the perfect test candidate. Removed from the rest of the world, he is well and truly confined and guarded. Wakanda is satisfied with the poetic justice that is them guarding Helmut Zemo in the end. Since it is a rehabilitation program, however, prisoners are to be granted privileges and rewards for good behavior. And, as it happens, Zemo is a model inmate. When HYDRA resurfaces, will he be able to pick up where he left off?
In search of something familiar and something else, James opens up a line of communication with Zemo. He's not quite sure yet what it all means; what expectations he or Zemo has in regards to their exchanges. But as the petty, bitter tone of his letters change and their relationship evolves, James finds himself falling head-first into something so freeing, so terrifying, he's not sure he'll ever be able to come back.
There's a switch in James' head that can be--needs to be--flipped. What happens when the Winter Soldier needs to be released back into the world, and Zemo once again holds the reins?

Summary
Since being left to fend for himself in a world without orders, Bucky feels adrift and confused; he's so far removed from the man that Steve would lovingly call his best friend. Maybe Zemo can help him, or maybe the baron just wants to fuck him up further.
There is comfort in familiarity. There is safety in it. What could be more familiar to Bucky than yielding to another man's will?
