   Summary

   Most people have babies delivered by storks. The League of Villains got theirs delivered by an injured Hawks.
   After finding out the HPSC has been mixing the DNA of villains and heroes to make homegrown super soldiers (by way of introduction to three adorable kids), the League wisely realized they needed help keeping the kids and Hawks safe. Entering UA's Villain Rehabilitation Program seems a small price to pay to overthrow a corrupt government.

   Meanwhile, Principal Nedzu hears that the UA third-years are itching for a challenge. Conveniently, Japan's former most-wanted band of terrorists are living in the 1-A Dorms! And UA *does* pride itself on realistic training...
