Leo was silent for a thudding heartbeat too long, so Jason peeked open one eye. Leo was just staring at him patiently, like he was waiting for something else. Jason scowled at him and Leo's eyes bugged. “Wait, that's it? That was your big act of selfishness? Telling me you like me?” He fell backwards, his whole frame shaking with laughter. “I'm your best friend, dude. I sure hope you like me.”
“I don't mean like that.”
Leo froze and his cheeks got dark. “Are you saying you like-like me?”

“Damn nerd,” Katsuki breathed, the words soft and brimming with hesitant affection that made warmth unfurl behind Izuku’s ribs. “I’m nervous, too.”
Something hot rushed through Izuku upon hearing that admission, a roaring in his ears so loud he felt dizzy. Through his daze, he felt the tiny tremors that shook through the body below him, and he forced himself to sit up.
“Why?” The question slipped out before he could stop it, and he stumbled over his next words. “I mean, it’s just me.”
He watched in amazement as an insult curled on Katsuki’s tongue and then dissipated into an annoyed sigh, his free hand finding Izuku’s and raising both captured hands to rest on either side of his head. He was effectively pinned in place, and Izuku became suddenly and painfully aware of the way he was caged in by Katsuki’s strong thighs.

Hawks figured the new mission from the commission was basically all bullshit. He had outlived his usefulness as their golden boy, and therefore they would make him ‘disappear’. Just like all the others.
So yeah, the new mission was simply a way to kill him off and gather support for the Heros when the news showed his death by blue fire. But if his upbringing had taught Hawks anything, it was how to make the best out of a shitty situation.
