If UA Academy is the upper echelon of Hero Academia, Public Safety Academy is the absolute bottom-of-the-bin hero school. The students are all deranged in some form or another, the teachers barely care enough to pull their punches, and the head of the school is a quirk-obsessed cinephile loony who's probably faceblind. They're stuck in the shadows of greater heroes and will never get out.
But sometimes, all you need is a sharp instrument to make a name for yourself. A sharp, LOUD instrument.
