As the Cambridge Dictionary put it, "the event that some believe will happen in the future, when technology becomes much more intelligent than humans". He is that event. He is more intelligent, and superior in any other aspect to be named.
Another definition, pulled from an equally antiquated data source, defines a singularity as "the quality or state of being singular". Singular. One. Hux was one of a kind. He made sure of it with his new body. His perfect, personalized vessel. The only one of his kind.
