Azula was five and still unsure of her role in the universe, his Mother was still with him, Ozai was plotting to take the throne, and Aang was twelve and frozen in a block of ice.
Zuko has been Fire Lord for over twenty years when he falls into the past. Quickly realizing he is a combatant in the battle for Azula's soul, he also comes to understand that ---as her older brother--- he has the chance to be the only player in the game.
