‘I’m afraid I don’t have much time, I have to return to Asgard. Are you able to provide sanctuary for him while we figure this out?’ Thor says, an uneasy expression on his face.
Tony can’t say no to those puppy dog eyes. ‘Course we can, Big Guy.’

Summary
What if instead of using him to catch sylvie Mobius saw the potential in Loki to be good? The only problem is having a fully grown Loki, powerless or not, running around the TVA was simply not a good idea. As a solution they decide to deage him and luckily Mobius is there to look after him and give him a second chance.
