Summary
Every place has its little trials or rites of passage that every member goes through to feel like they truly belong. Like in the ADA, it's going shopping with Yosano, helping Ranpo with public transport, or falling victim to Dazai's pranks.

Basically, Port Mafia Dazai finds Chuuya attractive, and he can't stand it (liar), so he has the "brilliant" idea to get Chuuya to kiss him so he can get a clear up the confusion.
