While a Zorua's disguise is only surface level, a Ditto copies another down to the genetic level. Some say a particularly skilled Ditto can be indistinguishable from the original even through harsh scrutiny, though few have tested this claim. Rei is one of those particularly skilled Ditto, apparently, since they somehow managed to fool Arceus itself with their disguise. This is not, in Rei's opinion, a good thing.
