Summary
Ian and Anthony haven’t talked about their romantic feelings yet, but they mutually understand how the other feels. So when the ‘Can I guess who slapped me?’ video happens, it opens the gates for Ian to propose they try something privately. He always wants to touch Anthony the way he did in that video, but he never realized how much easier it is to do when Anthony can’t see him do it.

Well, he knows phrases and swear words here and there because he's been around Anthony so long, but most times he'll just stare blankly at Anthony and request a translation.
(If Anthony translates it, he's probably lying.)
(Alternatively, eight times Anthony uses speaking French to say how he really feels, and the one time Ian does)
