Granted no one thought he was stupid-he's the Captain of 141-you don't get the greenlight to become a captain of a special task force if you were stupid thank you very much.
So when Price started to see a shift between Soap and Ghosts relationship, he definitely knew it was odd, more than what they would offer to the public. He didn't per say think they were romantically involved (at first anyway) but he knew it was different then what Simon allows everyone else.

When a mission gone wrong leaves John "Soap" MacTavish in a coma in a foreign hospital, the language barrier turns Simon "Ghost" Riley into Soap's husband instead of his partner.
What begins as a bureaucratic mistake snowballs into a full-blown fake marriage as Ghost is forced keep up the ruse in order to deal with hospital staff, paperwork, and, to his horror, very real in-laws.
