"Mama! Look! They have the little blue ones!"
Ellie was practically vibrating with excitement, her face pressed flat against the thick glass of the massive penguin enclosure at the Gotham Aquarium. Danny had decided to take his "kids" out for a fun weekend trip to the city, since it was only a short drive from the border.
Danny smiled warmly, adjusting the strap of his backpack. Hidden inside the bag, disguised as plush keychains, the three baby blob ghosts were peeking their heads out, letting out tiny, silent squeaks of joy at the sight of the swimming birds.
"They are very cute, Ellie," Danny agreed, leaning against the wooden railing. He adjusted his NASA hoodie, feeling incredibly relaxed.
A few feet away, standing right up against the VIP viewing railing, was Oswald Cobblepot. He had snuck into the aquarium after hours—or rather, paid off the guards to let him wander around in peace. He was wearing his signature, expensive fur-trimmed overcoat, a tiny top hat perched on his head, and he was clutching his umbrella like a cane. Because of his genetic condition, he was exceptionally short, his head barely reaching Danny’s chest.

The GIW shot a nuke into the Ghost Zone, and now the world is paying for it. Amity, however, is lasting the longest due to already being contaminated with Ecto.
Dash has an insanely dumb idea to save it. Danny is just desperate enough to try it. He manages to use a horrifying amalgamation of tech, time amulets, and magic bullshittery to actually move the city of Amity Park to a different dimension.
It, the entire city, has just crash landed (upright but crooked) a few miles down the road from Smallville.

Good thing Frostbite told him about a way to condense himself to save energy and heal. Sure, making himself shrink is a little weird, but as long as it gets the job done, right? A quick portal jump and he'll be home and can just rest and relax until he's strong enough to go back to normal.
...Maybe he jumped a little too far. Because he's never heard of this Gotham place, and who the heck is Batman? Wait, they've got superheros here?! (And they're cute. Oh no.)

Gotham is definitely not the usual place people decide to go for a Vacation. Danny's not really planning on staying long, but after a while being on the road every day kinda gets old. The city has a large population, ectoplasm, and enough bullshit going on the GIW probably won't think to start up a branch for a while at least.

The GIW destroyed everything and everyone in Amity Park trying to obtain Danny Phantom. Both portals were destroyed to stop ghosts from going in and coming out. Danny unable to get himself to leave his old haunt stays in the crumbling town alone. After the incident, Phantom stops turning human and accepts that he'll be alone till the end of time.
The Justice League hear about an abandoned, destroyed town outside the town of Elmerton in Illinois. Sending out Batman and Superman to investigate and to see why they were never aware that an entire town was destroyed without them knowing. Especially when it was 1 year ago, and are only getting calls now.
They meet a tired Phantom and wish to help him while not knowing anything about him or what he is. Hoping they can give him a happy life (or after-life).

Fate is supposed to pull them together at the right moment. Real life is never as easy as the stories though, and Fate has always had a way of fucking with vigilantes.
Danny always wanted a soulmate. At least he did before he died, now his life (afterlife?) is just starting to get manageable. Summary
After leaving his original dimension for his own safety, going off the rails in grief for a period, and finally processing enough to be mildly human again, Danny is ready to give this whole 'living' thing a try again.
He's in Gotham, in a dimension that he's grown fond of, and trying to lay down roots so that he can survive comfortably. Unfortunately, he can't recall how to make friends. Also, he doesn't want anyone to know he's actually dead because what if something like the GIW happen here?
Regardless, if he wants to stay, he needs to have a support circle to help his obsessions from ripping his mind from him again, which means he needs to befriend people, which means he needs to figure out how to speak to the Bats of Gotham.
This would be easier if there wasn't a cult trying to bring in ghosts from the Infinite Realms to cause havoc and give Danny a bad name.
