Summary
Work as a prosecutor isn't well-paying or glamorous, but Ruby Rose is determined to fight against the horrific crimewave infecting the city of Vale with all of her intelligence and energy. Yet as she throws away small fish after small fish, the biggest target in her sights, Weiss Schnee, head of the Vale branch of the Schnee Crime Family, dances around her and eludes her grasp.
But she's gotten close a few too many times for Weiss to be comfortable with, as the Ice Queen of Vale finds herself more and more enamoured with the thrill of being chased by the one person in the city she's willing to consider might be her equal. -

After stopping Roman Torchwick from robbing a dust shop, Ruby Rose was interrogated, given a pat on the back, a slap on the wrist, and sent home. There was no early entrance into Beacon.
A month later, rumours of a mysterious vigilante spread in Vale, sending the underworld into chaos and leaving the Vale Police Department scratching their heads as to who's under the mask.
These two events are definitely unrelated.
(Or: Ruby gets a new hobby while waiting for her seventeenth birthday, Vale gets a new vigilante/cryptid, and both sides of the Salem-Ozpin war get a new headache. Really, it would have been easier to send Ruby to Beacon early.)

No, she's going to catch them alright, and make whoever this killer is sorely regret ever setting foot in her city.
