Yokohama had cut itself off from the rest of Japan long ago, back when Quirks first emerged, and society collapsed into chaos. While the outside world rebuilt itself around heroes and superpowers, Yokohama vanished behind an impenetrable barrier and sealed its borders shut. Since then, the city had become little more than a rumour.
Now, outside forces have set their sights on the Quirkless city, and a villain invasion looms imminent.

Shuichi shrugs. “You’re still here, so maybe I was wrong,” he replies, as though in another timeline, Scotch’s identity wasn’t exposed.
A mirthless smile appears on Scotch’s lips. “I thought we had a good relationship, Rye.”
A flash of blood and a body leaning against a rooftop wall.
Shuichi rummages through his pockets for his cigarette pack, pulls a cigarette out, and lights it. He takes a deep but quiet puff.
“A good relationship doesn’t mean trust, Scotch,” he says, smoke drifting from his mouth.
OR: Akai Shuichi wakes up four years in the past.

Summary
Yokohama is a city Japan collectively tries to ignore exists. Perceived as a lawless slum, with three warring factions, Yokohama lies facing a vast open sea. Parents tell children stories of a dangerous city filled with constant fighting, and Heroes warn others not to venture that area of Japan.
No one messes with Yokohama
In reality, the land is one of peace, more so than any other place Heroes protect. The slums barely cover 20% of the city and most civilians are well covered. The Tri-parte framework was established decades ago, an agreement uniting The Special Division, The Port Mafia and The Armed Detective Agency.So when one Yokohaman who has a very large influence suddenly goes missing without a trace, who would expect all three parties to search for him?
