Among the many Sephiroth fanclubs, the Silver Elite was the most exclusive and difficult to get into.
It made sense, then, for someone to seek out Cloud for some help with the initiation questions. As the one dating Sephiroth, Cloud knew a lot of inside information about the First, so he would probably be able to get anyone in.
It was the perfect plan.

Summary
Cloud somehow makes it into the brand new Pre-SOLDIER training Academy, and he lands Sephiroth as his mentor despite his poor performance. Sephiroth doesn't exactly welcome him with open arms, but he can't seem to stay away for too long either.
That doesn't mean he intends to have anything to do with actually mentoring Cloud, though.

“I’m not going to hurt you,” he said softly. He wondered if there was more to this than Hakuri having been beaten to within an inch of his life today; some other instinct that was making him so scared to be touched.
“I—I know,” Hakuri muttered, his cheeks still flushed beneath the red. His eyes flicked up to meet Chihiro’s, shining as blue as the sky on a winter morning, and Chihiro felt his breath catch in his throat. “I know you wouldn’t hurt me.”
