Dream was following the pull of the magic to its origin so he could find the person responsible, repay his debt, and put the whole thing to rest once and for all. He knew, now, the power offered to him was one born from adoration.
That left him feeling curious, despite himself. Who would have sought his gift with so much fervor, and what would they ask in exchange for their devotion? Had Dream been at his full power, in the Dreaming, he would have ignored the call, the power offered amounting to nothing, not even worth consideration, but given the circumstances, the debt he had before him now was a difficult one to compensate. He hoped it wasn't someone like Burgess, asking for things that weren't his to give, or… surely it hadn't been Hob, right? -

Blitzo was surprised, even though he probably shouldn't be, and so he couldn't listen to his words nor notice the portal that was opening behind himself.
Stolas, though, wasn't experiencing any emotional turmoil at the time, and having the ability to be present in the moment and also four functioning eyes, he did react to the portal, pushing Blitzo out of the way.
Being captured in his place.
