Summary
Everyone has a Soulmate. Everyone has that one who completes their being, the other half of their soul, someone who makes their life seem better. Sometimes you're born with one, sometimes you create one, sometimes you might end up having more than one Soulmate. Not everyone finds these people, and those who do rarely realize they did, they just feel more comfortable and secure with that person than with anyone else.
After a great tragedy when he was young, Paxton is afraid of his Soulmate, of forming such a deep bond with someone and ending up losing them. So he tried to run away from these bonds, tried to distance himself from anyone who could be his other half, trying to protect himself from the pain by isolating himself.
So of course, when he decided to stop running away for a moment to try to be a Pokémon Trainer, the first person he would meet would be his Soulmate.
(Or Legend Z-A, but Paxton is afraid to care and have friends, Arceus doesn't want to know any of this bullshit, and Taunie meets a tourist who she feels is someone very special.)

When Paxton first decided to vacation in Lumiose City for a few months, he expected to see the sights, sample authentic Kalosian cuisine, and maybe make a few friends. He didn’t expect to be given a Pokémon, he definitely didn’t expect to be caught up in something that he was fairly certain was supposed to be a secret for regional security purposes, and he certainly didn’t expect to fall in love. Though maybe he should’ve; Lumiose may be known interregionally as the City of Light, but another common name for it was the City of Love.
Granted, it taking one of his friends getting in debt to the mob for him to figure out that he was in love was a bit strange.
