Summary
While bioterrorism in general was still being kept hidden from the public. STRATCOM worked under the radar to handle threats and issues before they came to fruition. That much is known now, but many still do not know that this agency even existed.
Instead, it would be better known by its future name, the DSO, or Division of Security Operations. After Umbrella was dissolved in 2003, USSTRATCOM survived until 2011. Then under Alex Benford, the DSO was formed to take its place.
However, our focus is on USSTRATCOM and specifically how it operated and the treatment of its agents.
Namely, one Leon S. Kennedy.

Summary
"Waaooh! Sorry there Missy!" Robin twisted her feet just a bit to keep a stable position as a tall man bumped into her. He had a metal nose, strong chin, and was quite muscular. Some part of her also took note of his round eyes and wide smile. He was backing up with his hands in the air and a cheeky grin.
Robin softly smiled, the polite American way she was taught. "It's alright. Where are you off to in such a hurry?"
He chuckled and looked at the ground, straightening his posture. "Got a couple of kiddos, got 'emselves into a mess."
((Robin is a Russian spy sent to cold war era America. There she meets American Franky and his mix of immigrants and natural citizens family.))

Joel froze. “Ma’am, I” he stammered, checking his wallet again, panic rising. “I don’t have—”
Maria put a hand on his shoulder and whispered in his ear, “She doesn't think you're her father.”
Joel’s throat tightened. He looked back at the nurse. “She’s adopted,” he said quickly. “She don’t have my blood, but she’s mine. I raised her.”
The nurse’s expression didn’t change. Joel’s voice cracked. “Please. I know we don’t look alike, but I’m her dad. She’s hurt and she needs me. Please just tell me where she is.”
TLDR: Ellie gets into a car accident, Joel wants to be there for his daughter, but a nurse sees Ellie and Joel's differing complections and draws the wrong conclusions.
(Could be read alone but would make more sense if you read the original story.)
