    When Cody first marched into Fox’s office discussing a Guard command restructuring, Fox thought he had an idea of where this was going. After being forced to flee his own office with half of his commanders taken into custody, the other half on the run, and his own men becoming subject to ludicrous orders, he's not so sure anymore.

Kamino didn't exactly prepare them for something like this, so they elect to handle it the only way they know how: through rules, regulations, and a healthy abuse of command.
