The prime suspect sighed deeply, shoved the window open with his cane, and leant out.----
Inej acquires a rather valuable political prisoner. Kaz acquires a burning hatred for him.

Kaz had suspected that something was brewing in the bowels of the city. Of course he hadn’t known what, exactly, the fuss had been about—a whisper here, a rumor there. He’d noticed it, with his eyes everywhere, but the trouble was so small that it could not even be identified. The warnings signs were barely signs at all, just a flippant remark, a shaky theory. Nothing notable enough for Kaz to spend more than a few men on discerning.
That had been his first mistake.
