The words are soft, vulnerable, and it feels as if the very room has been transformed into a homemade confessional, because this is Cas confessing his dearest secret to Dean—again, always again—and this is Dean on the other side, not knowing how to respond. Heart racing, Cas’s figure blurring with his tears. This is the bunker dungeon all over again, with death knocking on their door, and this is Cas dying, again, because Dean is too afraid to give him what he wants.OR
Post-finale, after Jack rescues Cas from the Empty and brings him back to Earth as a human, Cas and Dean have yet to talk about his confession. Dean's avoidance of the subject was working perfectly—up until a routine hunt in which a witch curses Cas to die within 24 hours unless his greatest desire is fulfilled. Seems like they have some talking to do, after all.

“I don’t like being God.” Jack confesses, “Even with Amara and all the angels, it’s lonely. I want to give my powers over to her, perfect harmony, and come back home. Before I can do that, I think I need to make good on what I said to him.”
“Are you saying-?” He can’t bring himself to say it, afraid to be wrong. If he’s wrong he knows he’ll continue to do what he does best, figure it the fuck out, but he’s just so tired of things being difficult.
He hopes for it to be this simple, if only just this once.
“My last act as God is going to be saving Cas from the Empty.”

In which Castiel is saved from the Empty and becomes a bartender at a western themed bar, Dean fights his alcohol addiction and his own feelings, and everyone else is confused as to why they’re not together already.

Summary
Cas was resurrected. Dean told Cas that he loves him, that he can have everything he wanted, but Cas has to stay with him. Cas promised that he would. The thing is, he didn’t realize how literal Dean was being.
Now, Cas works on rebuilding Heaven with the angels, while he builds a new life with Dean. Neither of those things are as easy as Cas would have liked.

“Angels have been interfering for too long,” Jack insists. “Humanity deserves some peace, and I intend to give it to them.”
“Then why did Cas go back?” Anna demands.
“That doesn’t matter,” Cas says, willing Anna to just let it go.
“Yes it does!” she argues instead.
“And Heaven deserves some peace too!” Jack continues, raising his voice. “That won’t happen if we’re getting into conflicts on Earth.”
“Then why does Cas get to go back and I don’t?”
“That’s different,” Jack says. Cas cringes.
“Why, because it’s the Winchesters?” Anna asks. “The old God is dead, why are they still the centre of the universe?”
“Because it’s Dean,” Cas says.
“And?!”
“And I love him!”
"It's still not fair. You can't set up rules and exceptions and call Heaven free."
