This is based on a SkyTemple Randomizer run I had done, where the player character is an Azelf, and the partner is, thanks to the randomizer, a Shiny Celebi. However, I had not randomized key NPCs, only dungeons, items and the like, but leaving Beach Cave and Temporal Tower untouched.
Please read the Temporal Tower Arc first, because things may not make sense until after you've read it!
